Can razor burn look like a hickey? my sisters bf has what looks alike a hickey on his neck.."not from her"

He swears its from his razor. Bust seriously the guy in 19 and has no hair on his neck so why would he be shaving right there anyway...does this sound like BS to you or could it be true? What do you think?
