I don't know what to do about a 1&1/2 year old that has no discipline in his life and get his way.?

I live with a friend that has two children, a 7 month old and a 1&1/2 year old. She spends all her time on the computer playing "second life" from the time she wakes up till she goes to bed, she expects us (my husband and I) to watch and take care of her children for her so that she can do this. However the 1&1/2 year old has no discipline and I am not allowed to get on to him. He plays with trash that he gets out of the trash can, constantly messes with the dishwasher, terrorize the pets by chasing and hitting them, climbs on the tables, screams when he gets told no, bites, hits,throws things at people and animals, and will come up to someone a take food out of their hand,off their plates, and even out of their mouths if given a chance. We live in an apartment and she refuses to put up child gates. He also does not say any words yet, and the behavior problems combined with that has me concerned. I can't move out for another 2-3 months due to me being high risk 7 months pregnant and am on bed rest and close observation, I have to stay where the doctors can keep an eye on me. Plus I cant work right now and my husband does not bring in enough so we don't have the income needed in-order to stay in an hotel or my own apartment till I have the kid and can move.
