Wifi network unsecured but browser says "page not found". Why?

My neighbor's wifi connection is unsecured and i can connect to it but when i open my browser any web page i try and pull up ie always says "page not found". Is there a way that i can access the internet using this connection? Don't bother with the morality tirade.
