How to transfer from UCR to UCD?

I am currently a freshman attending UCR in the biochemistry major, but I really want to transfer to UCD. I am aware that community colleges get first priority, and my grades aren't the best, so what will I have to do/what will it take to accomplish my goal? Current GPA: 2.8 (but I can probably raise that by the end of my 2nd year), planning on taking courses and Kaiser internship this summer.
