Why does God allow deception?

That's just it. When a child is disobedient, doesn't a good parent punish them for doing wrong? God has already said that he will send people strong delusion, because they have chosen to believe a lie instead of accept the truth. And since you know it's deception, then why follow it? God is the truth.
