What is the likelihood of a college student getting a 10-year ban for living without authorization in USA?

Imagine a situation in which a college student is in proceedings to get a Visa to live and study in the United States legally. The only problem is that he/she must go to Ciudad Juarez to get an interview. There is a chance of he/she getting a 10-year ban for living in the USA without doents, now, what is the likelihood of this happening? Clearly, he/she is making an effort of becoming a contributing member of society and only wishes to serve and contribute to the nation's economy. Will the government officials enforce the 10-year ban even though they are aware that he/she was brought into the country without choice and is only trying to better his/her life?
